Dev Diwali (देव दिवाली) is a festival falling in the Hindu lunar month of कार्तिक. Its position is fixed by tithi rather than by the Gregorian calendar, so the date moves every year and is computed from the panchang. No fast is prescribed for the day. The observance itself, and its puja vidhi, stay the same each year.

Hindu month: कार्तिक
Panchang Basis (Tithi Rule)
Each year this observance falls on the Purnima tithi of the Shukla Paksha in the Hindu month of Kartika. Because lunar tithis drift against the Gregorian calendar, the English date shifts every year — the tithi rule above is what stays fixed.
About This Festival
The Diwali of the gods on Kartik Purnima — a million diyas line the Ganga ghats of Kashi as devotees celebrate Shiva's victory over Tripurasura with deep-daan, purnima snan, and evening Ganga aarti.
Significance
Commemorates Tripurari Shiva burning the three demon cities with a single arrow, for which the devas descended to Kashi and lit lamps in gratitude — the night the gods themselves keep Diwali. Kartik Purnima is among the holiest snan days of the year: a dip in the Ganga today is said to carry the punya of all tirthas. Deep-daan — floating or gifting lamps — is the day's signature karma, performed for ancestors and for release from Chandra-related doshas, the full moon being at its most benefic.
Puja Vidhi (How to Observe)
Take a purnima snan in a holy river before sunrise, or add Gangajal to the bath at home. Observe a light vrat and perform Satyanarayan katha or Vishnu-Shiva puja during the day. At dusk, light and offer diyas — at the ghat, the tulsi chaura, the doorway, and under the peepal — the deep-daan that defines the night. Offer kheer to Chandra Dev when the full moon rises. Daan of food, warm clothes, or lamps to the needy completes the observance.
